The total investment for the first phase is estimated at VND 10,000 billion, of which USD 300 million (equivalent to 53.28% of the total investment) is the OCR from the Bank. Asian Development Bank (ADB); 3,604 billion VND (equal to 40% of total investment), of which USD 100 million is distributed evenly over 5 years (or VND 720.8 billion per year) from the state budget, VND 605.8 billion (or 6.72% total investment) is from bonds and funds mobilized from the private sector.
