The modernization of the transport sector sets a goal of completing 2000km of expressways by 2020.
On July 22, 2014, Prime Minister Nguyen Tan Dung signed a Decision approving the Project on restructuring the transport sector to serve the industrialization, modernization and sustainable development in the period up to 2020.
Restructuring the transport sector is a component of the overall restructuring of the national economy to meet the needs of socio-economic development; serving the cause of industrialization and modernization of the country; make a breakthrough in transport infrastructure.
The project will carry out restructuring in 6 areas.
Specifically, in the road sector, by 2020, the market share of inter-provincial road freight transport will reach about 54.4%, road passenger transport will reach about 93.22% compared to the volume of transport of the whole industry. To develop means of road transport in the direction of prioritizing public transport. To develop road traffic infrastructure in the direction of focusing on prioritizing investment in the construction of key works. Striving to 2015 to complete about 600 km and by 2020 to complete 2,000 km of expressway. Investment in upgrading and expanding National Highway 1A from Hanoi to Can Tho will be completed before 2016.
Regarding the railway sector, railway transport is restructured in the direction of transporting large volumes of goods on long or medium distances, transporting medium distances and public passengers in big cities. . Accelerate the separation of railway infrastructure management and rail transport business. To develop railway transport infrastructure in the direction of prioritizing upgrading and modernizing the existing North-South railway. Study the feasible options of high-speed railway on the North-South axis to have a suitable construction investment plan. Studying and building new Lao Cai - Hanoi railway lines; Hanoi - Hai Phong and Hanoi Dong Dang; Bien Hoa - Vung Tau, Saigon - Can Tho, railway connecting Hai Phong - Lach Huyen seaport; railway connecting the Central Highlands provinces with seaports; Railway connecting Asia.
In the field of inland waterways, by 2020, the market share of inter-provincial freight transport by inland waterways will reach about 32.38%, inter-provincial passenger transport will reach about 0.17% of the whole industry's transport volume. Concentrate on renovating and upgrading the main inland waterways; give priority to completing and upgrading routes connecting the Mekong Delta with Ho Chi Minh City, the Tien, Hau, Red and Thai Binh rivers.
In the maritime sector, increasing the market share of import and export cargo transportation of the national fleet from 25-30%. By 2020, the market share of freight transport by sea will reach about 21.25%, meeting about 94.3% of the international freight transport market share and about 8.55% of the domestic inter-provincial freight market share. geography. Continue to invest in developing the system of national seaports and international gateway ports in key economic regions. Prioritize synchronous and modern investment and plan to effectively exploit Lach Huyen port areas of Hai Phong international gateway port and Cai Mep - Thi Vai port area of Vung Tau international gateway port; encourage foreign investors to invest in the development of Van Phong international transshipment port.
Aviation sector, restructuring air transport in the direction of increasing market share of low-cost airlines; continue to develop air transport into a safe and convenient mode of transport in the direction of an open market, associated with the regional and world air transport market. Promoting the strength of traditional markets in Southeast Asia, Northeast Asia, China, Oceania; promoting air transport connections to South Asia, Eastern European countries and countries of the former Soviet Union; opening more routes to Europe, North America, Latin America and Africa. Prioritize investment in synchronous and modern upgrading of international airports: Noi Bai, Tan Son Nhat, Da Nang, Can Tho and Cam Ranh.
