NINH BINH - THANH HOA EXPRESSWAY ABOUT TO BE BUILT

Ninh Binh - Thanh Hoa expressway is 121km long and will connect with the Cau Gie - Ninh Binh expressway.

At a meeting of the Ministry of Transport on March 13 morning, Mr. Nguyen Minh Thang, Deputy General Director of the Transport Engineering Design Inc. (TEDI), said Ninh Binh - Thanh Hoa is an important route. It is forecasted that the vehicle traffic through Thanh Hoa to Nghi Son along National Highway 1 will reach about 95,000 vehicles/day and night in 2020, so the Cao Bo - Thanh Hoa - Nghi Son route is assessed by the Consultant as feasible when investing in the form of PPP with the support of the Government.

Previously, the Ministry of Transport had prepared a feasibility study report for the project from Ninh Binh to Nghi Son (Thanh Hoa) with a length of 121 km, but the project was not approved due to lack of capital.

This time, the consulting unit continued to study the expressway project through the territory of 3 provinces of Nam Dinh, Ninh Binh and Thanh Hoa. The begin point connects with Cau Gie - Ninh Binh highway at Cao Bo intersection, Nam Dinh province, the end point intersects with the planned trunk road of Nghi Son economic zone. The scale of the route is of grade A expressway, with a design speed of 100 - 120km/h.

At the meeting, Deputy Transport Minister Nguyen Hong Truong said that it is very necessary to invest in the construction of Ninh Binh - Thanh Hoa expressway. However, due to the large investment rate, it is necessary to invest in the form of PPP. The Deputy Minister proposed to implement the project in two sections: Ninh Binh - Thanh Hoa and Thanh Hoa - Nghi Son, and to study two lanes to reduce investment capital. Besides, the consulting unit needs to find a reasonable route plan to reduce ground clearance.

In case of difficulty in capital, the Ministry of Transport will propose the Government to arrange investment capital through banks to serve the site clearance work and mobilize capital from external credit institutions for construction, with the plan to start the project within 2014.
