SPECIALLY EMERGENT PROJECTS BE PRIORITIZED WITH ODA

The Prime Minister has just issued a Directive to accelerate the construction of synchronous infrastructure to turn our country into an industrial country. In which, especially important projects that are unable to attract private capital, capital for construction of transport infrastructure in key economic regions are prioritized for ODA allocation.

The Prime Minister has just issued a Directive to accelerate the construction of synchronous infrastructure to turn our country into an industrial country. In which, especially important projects that are unable to attract private capital, capital for construction of transport infrastructure in key economic regions are prioritized for ODA allocation.

The directive was issued to implement Resolution No. 13 of the 11th Central Committee of the Communist Party of Vietnam on "Building synchronous infrastructure in order to basically turn our country into a modern industrialized country by 2020".

Accordingly, important and large-scale traffic works that will be invested, upgraded, and ensured connectivity between regions in the country and internationally; highways, airports, seaports... are being accelerated construction progress; traffic infrastructure in key economic regions is prioritized to allocate investment capital to be completed and put into use soon...

Clearance bottleneck

However, in the implementation process, there are still some shortcomings and limitations such as the economy's ability to accumulate and invest, which has not met the investment requirements for key infrastructure projects; site clearance is still a bottleneck in the implementation of development investment projects, especially in urban areas...

Therefore, in order to continue successfully implementing the objectives of Resolution No. 13, the Prime Minister requested the ministries and department to urgently complete the development of legal documents in the Government's Action Program promulgated in Resolution No. 16/NQ-Government.

Ministries, departments and localities will continue to review the plan, ensure a balance between the needs and resources for implementation, improve the feasibility of the planning, and submit it to the competent authorities for approval in 2015 - 2016 for implementation.

The Prime Minister assigned the Ministry of Planning and Investment to assume the prime responsibility and coordinate with ministries, departments and localities, guide the implementation of regulations on management and use of capital sources to support investment preparation; procedures for converting the investment form of the project being invested with public investment capital; dossiers and procedures for approving the investor's project proposal; dossiers and procedures for granting, adjusting and withdrawing investment registration certificates; use the State's investment capital to participate in the project implementation; transfer of rights and obligations under the project contract…

At the same time, study and amend regulations on preparation and implementation of infrastructure development investment projects, including content to ensure the maintenance and repair of infrastructure works during use, operation and exploitation.

In addition, especially important projects that are unable to attract private capital are prioritized for ODA allocation. Using ODA as a catalyst to unlock private capital through PPP models. Research and evaluate the situation of mobilizing and using capital from the private sector (including foreign direct investment capital) for infrastructure investment.

Proposing the form of transfer of exploiting rights

The Prime Minister also assigned the Ministry of Finance to study and evaluate the situation of capital mobilization and use for infrastructure investment. Including these capital sources: State budget, official development assistance capital and concessional loans, capital from exploiting infrastructure assets and exploiting land fund associated with infrastructure assets. Estimated ability to mobilize capital from the above sources to perform infrastructure development tasks for the period 2016-2020. At the same time, guiding the use of funds for investment preparation and project implementation of ministries, departments, provincial People's Committees...

The Prime Minister assigned the Ministry of Natural Resources and Environment to assume the prime responsibility and coordinate with other ministries, departments and localities, studying schemes and measures, mechanisms and policies on site clearance according to regulations. The units will carry out the clearance and handover of the site on schedule, ensuring the progress and quality of construction works.

Simultaneously, the Prime Minister assigned the Ministry of Transport to assume the prime responsibility and coordinate with ministries, departments and localities in building a list and proposing the form of transfer of exploitation and leasing rights of projects.

The Ministry of Agriculture and Rural Development studies mechanisms and socializing policies to to attract investment in irrigation infrastructure, especially for flood control projects for big cities such as Hanoi Ho Chi Minh City, Can Tho, then report to the Prime Minister in the fourth quarter of 2015.
