LACH HUYEN PORT INFRASTRUCTURE CONSTRUCTION PROJECT

Located along the connected area of Hai Phong city, on the same northern coast of Vietnam and Hanoi capital, there are many foreign businesses contributing to the region's development. In which, the main ports supporting commercial activities include: Hai Phong port, Cai Lan port. These two ports have received JICA loan support for rehabilitation and construction of expansion works. In addition, these two ports also have plans to develop and expand in the future, the container clearance at the combined port will remain at 40 million tons. On the other hand, according to statistics, the demand for containerized goods in northern Vietnam will reach 42 million tons in 2015 and will continue to increase to 59 million tons by 2020 at a growth rate corresponding to the economic growth rate. So if there is no expansion plan, it will be difficult for these two ports if the volume of cargo is increasing.

In addition, in recent years, the international shipping market has changed, shipping companies have increased their orders on large containers to meet the growing needs of customers and also to cut costs. To upgrade the capacity of northern Vietnam as the international distribution hub, one of the most important things is developing a port with sufficient depth to accommodate large containers.

In that situation, the expansion of Hai Phong port and Cai Lan port to handle more than 40 million tons and have this capacity is one of the difficult technical and social issues, practically necessary to build a new international deep-sea port.

Objectives and summary information

The objective of this project is to meet the growth of demand for freight volumes as well as the rise of larger vessels in the shipping market by building a new international deepwater seaport and basic infrastructure in the Lach Huyen area, thereby contributing to economic development and increasing competitiveness in the international market.

This loan will be used for civil works necessary for the construction of a seaport and related basic infrastructure (including pipelines and bridges), procurement of equipment/supplies, consulting services, and similar items.

This project will apply special terms for economic partnership (referred to as STEP), thereby shortening the construction period and improving safety by using Japanese technologies.
